People have suggested changing the enemy to make it easier and that having a bunch of NPCs join in would be detrimental to the hero feel, and I agree with these points but if you want it to be a beholder and include the soldiers then I must suggest you keep the extra manpower more theatrical than individuals with initiatives. You could have cultists that are very Cthulu-esque mad, slowly turning into horrors themselves, one large single eye, tendrils growing out of their head rather than hair. Now for the encounter balance: I think it would be better to not have a real and proper beholder there. The experienced player sorta co-DMed in all aspects about how does my character work, what do I roll, what are my options, and so on.
